Twelve states, including Oregon, received letters from the Education Department asking them to address low test-participation rates. When test-participation rates are low, it's difficult to identify inequities between schools and demographics. In fact, before federal law required schools to test all students, schools would hide disparities by sending certain children home or to another room.
The letter from the Education Department requests states to come up with a plan for addressing low test-participation rates. It includes recommendations for how states can do so, like lowering a school or district's rating.
